Have a ton of powdered milk that you don't know how to use? I use powdered milk in the following recipes. I am finally able to start rotating out the old powdered milk now that I have found a use for it.
Sweetened Condensed Milk
1 cup non-instant dry powdered milk
1 cup sugar
1/2 cup hot water
1 tbs. butter
Combine ingredients and mix thorouglhy in blender. Use immediately or store in fridgerator or freeze.
Tootise Rolls
2 tbs butter
1/2 C. Karo Syrup (Honey or Xagave would be a great substitute)
3 squares semi-sweet baking chocolate*
1 tsp Vanilla
3 c. powdered sugar
1 c. dry instant milk
Sift together powdered sugar and dry milk, set aside. Melt butter, Karo, and chocolate together. Add vanilla, sugar and dry milk. Mix and knead like bread dough 2-5 minutes. Roll into rope shape and cut into desired length. Wrap individually in waxed paper.
*You can substitute the 3 chocolate squares with 1/2 cup + 1 tbl spoon Cocoa Powder and 3 tbs. Oil.
Evaporated Milk
1 cup water
2/3 cup powdered milk

The LDS church cannery has the best price for powdered milk that I have found.
